The job
Show leaders where pain really is by melting the familiar map into one where each district's size is its per-capita pain, shrink the swollen districts with verified directives, and rehearse the next published ranking before the public sees it.
The moment
The minister watches the city melt: the downtown boulevard shrinks to a sliver while a southern district swells to a quarter of the screen; she taps it, reads ‘flooded underpass, nine days’, approves a directive from her phone, and a month later the split view shows her first-brief map beside today's with that district deflated.
