Ghost pins forecast tomorrow's reports after rain; crews arrive before citizens call.
The job
Turns a rain, heat or event forecast into a planned operation. Predicts where citizens will report problems from how each place reacted to similar past events, sends crews ahead, then proves against a comparison agreed in advance that this prevented reports.
The moment
After Thursday night's rain, the map shows 23 faint "ghost" pins, each a forecast of where citizens are likely to report a problem. Crews reach the ten highest-risk spots by 07:00.
By evening, 13 of the other ghost pins have turned into real citizen reports. The ten places the crews visited stay quiet.
The screen counts 10 reports avoided, backed by a control check: 3 of 4 comparable unvisited pins turned into real reports.
By Saturday, flooding reports at the prepared underpasses are down 58% on the last storm with similar rainfall, and cleared in 3 hours instead of 19. One resident writes on WhatsApp: "first time our street didn't become a river".
