The job
Finds the road segments, lighting circuits, drains and play areas that keep failing after verified fixes. Compares the cost of repeated patching with a permanent fix, submits a ranked capital case, and proves afterwards that the capital work ended the complaints.
The moment
A stretch of ring road, segment 14, shows as a strip with eleven repair scars in 18 months. All are red, because every confirmed patch failed within 60 days.
It has drawn 212 reports, and $184,000 has been spent on patching, against a $150,000 quote to repave it.
The committee moves it into next quarter's works programme there and then.
Six months later the strip is smooth: no reports on that segment, against 12 in the same months last year. The case pack records $61,000 of patching avoided.
