Public Trust Barometer
Four trust needles per agency from unprompted voice; every reform shows what it moved.
The job
Measures trust, not satisfaction, for each agency: reliability, responsiveness, fairness and integrity, read from what citizens say unprompted. Sets in advance what each reform should move, catches side effects early, checks the result, and feeds verdicts into the official quarterly performance report.
The moment
Each agency's trust is shown as a barometer with four needles, for reliability, responsiveness, fairness and integrity, read from what citizens say without being asked.
Two weeks after a new online appointment system launches, the fairness needle starts to quiver. 180 citizens say brokers are reselling slots, one for $300.
The minister issues a repair directive from the screen that morning, and the agency ties each slot to a verified ID.
At six weeks, responsiveness is up 12 points, as promised. Fairness dipped 4 points and recovered, while a sister agency that missed the early warning on the same reform fell 9.
The 610 citizens who raised it get a WhatsApp saying the resale route is closed.
What it does
- Pin a reform with a sealed prediction
- Issue a repair directive
- Route an integrity allegation, masked, to internal audit
- Tell citizens a repair verified
- Build the quarter's verdicts into a performance-report chapter
- Open the words behind any needle
What you see
A brass four-needle barometer per agency, made for the wall screen, with quivering early-warning needles, a reform timeline of sealed pins, an honest agency trust league and a Reform Almanac.
What it moves
The share of reforms that moved trust as promised without side effects, side effects caught early (weeks before the verdict), and net trust for each driver and agency against its charter commitments.
