Run every non-emergency report from intake to closure the citizen confirms, and join each case's outcome back to the QA criteria of the call that opened it, so QA scorecards are weighted by what actually makes cases fail rather than by the manual.
The moment
The duty supervisor opens case NE-4471, a white pickup abandoned outside my house for three weeks, marked towed yesterday, and presses Verify. The citizen's phone rings and a voice asks whether the pickup is gone. The citizen answers, They towed my neighbour's car, not the pickup. Moments later the case flips red and reopens against the station. Then the Habit Autopsy: across 90 days, calls without a plate read-back reopen 3.1 times as often (n=2,840), and that criterion carries 2% of the scorecard weight. The QA lead proposes moving it to 15% before the meeting ends.
