214 complaints that a meter is "running fast" cluster in three districts, all from one batch of meters rolled out in March.
That afternoon the collections lead approves a pause on chasing payment for all 214 households while the meters are tested.
Three weeks later the tests find 61% of the meters faulty, over-reading by 1.8%. Each household gets a letter with the verdict.
