The job
Replace the manual weekly visitor-care deck with a stack of composite postcards, one per priority nationality, every line footnoted to real reviews, with directives assigned from the card and answered in the next edition's P.S.
The moment
The minister flips through twelve postcards. The German one reads the ancient ruins took our breath away, but the airport shuttle never came, underlined, and the transport operator is notified from the card. A month later it ends P.S. the shuttle was waiting this time, and the minister reads that line aloud at the Monday brief.
