The job
Show leaders the headline they will be judged on next year if nothing changes, let them change it by committing fixes, and hold that prophecy to account every quarter.
The moment
The minister reads a front page dated next January with his agency last in the satisfaction table, then turns to the Letters Page and reads third summer in a row with no power, and nobody answers the helpline in his citizens' words. He toggles two fixes and watches the headline change to climbs four places. A year later the check edition reads predicted +4, actual +3, and that number sits on the masthead.
