The job
Let the people who face customers (and, optionally, the customers who reported the problems) choose which sized customer pains get fixed first, then prove whether their picks moved complaints more than headquarters' picks did.

The quarterly review opens on one slide: fixes the floor chose cut complaints 31%, fixes headquarters chose cut them 12% (n=9 vs 7 fixes, bands shown). Then the mosaic: residents' own before-and-after photos of the shaded school bus stop, and 91% of voters tapped delivered.
