Treat suppliers as the finance department's citizens. Hear every payment and tender grievance, put money in limbo on a clock against the government's own payment promise, fix the stage really holding the money, and close a case only when the supplier says the money arrived.
The moment
Four days before payroll day the countdown shows 37 small suppliers who said, in their own words, that they cannot pay their workers: 412 grey silhouettes across the screen. Claim-vs-record shows $6.2M of their invoices never reached finance; they sit at awaiting goods receipt in two spending agencies.
