The job
Defends or fixes each line of the service charge budget with residents' own words when it goes to the owners' meeting. Every owner gets their own receipt beforehand, and pledges made at the meeting are tracked all year.
The moment
Before the owners' meeting on the service charge budget, every owner gets a receipt showing what they paid per square foot, beside what residents say they got.
At the meeting, the association manager shows the receipt for the whole neighbourhood. Security, at $4.20 per square foot, is stamped disputed, with 312 residents saying "the gate lets anyone in".
The manager pledges a second guard at Gate 2.
A year later, the receipt's first line shows the pledge was kept and gate complaints are down 71%. The budget passes in eleven minutes.
