A two-minute spot-the-difference game that keeps duplicate merges honest.
The job
Proves that merging duplicate reports did not bury separate problems, and gives every citizen whose report was wrongly merged their own report back, with an honest message.
The moment
Supervisors play a quick spot-the-difference game on reports the system merged as duplicates. In round seven, two potholes 300 metres apart on the same street have been merged.
The supervisor taps "Different", and the map lights up 38 more merges like it.
The room realises 38 citizens were told their pothole was fixed when nobody had touched it.
One approved click later, before the shift starts, each has their own report number and a WhatsApp message saying so.
