Citizens report problems to the city through a WhatsApp intake agent. A reviewer grades a sample of its reports blind, like a taste test, without seeing what the AI decided.
The reviewer marks a photo as an open manhole and a danger to life, then flips the card. The AI had filed it as ordinary road damage, due in five days.
The card turns red and the report jumps to the four-hour lane. From the same screen, the citizen gets a corrected due date on WhatsApp.
After a change to the AI's instructions, the next weekly certificate shows it catching 100% of danger-to-life reports again, across 41 cases.
