The moment
A change has been piloted in one city. The regional director asks whether the improvement is just the holiday dip.
The app builds a lookalike city from a weighted mix of three towns that didn't get the change. It dipped through the holidays exactly like the real city.
To check, the director tries three fake launch dates, and the two lines stay together each time. On the real launch day they split by 23%.
The committee approves the second wave, valued at $2.1 million of avoided contacts. Six weeks later, the result is repeated and confirmed a second time.
