Follow each family's housing-support file across legs owned by different bodies, raise an alarm when a file goes silent while the family keeps asking, make the leg owner pick up the baton, and make every leg's official status text honest enough that families stop contradicting it.
The moment
Monday review. The financing leg's honesty score is 23%: 214 files say in progress, and 188 of those families have written that nobody has called since the holiday season. The GM taps the pile: the bank's partner manager gets the list with the families' own words, 214 families get the truth in one message, and a rewritten status line (Your file is waiting for the bank's valuation; typical wait 18-30 days; we will message you when it moves) goes to the bank for approval. Four Mondays later the leg scores 81%, the pile is down to 31, and a father of five answers the voice agent the keys are in my hand.
