The board meets one patient a month, presented like a clinical case. The patient is a composite of 43 real patients, and the meeting opens with a voice note: "nobody explained to me what happened".
The chair, a surgeon, asks the patient how long the wait for approval was. The answer, footnoted to real voices: about two hours at reception, and 1,212 patients said the same.

Next month's meeting opens with an update: the approval desk wait is down from 2 hours 10 minutes to 48 minutes, so the patient would now be seen by 10:40.
