The job
Replaces the monthly achievements deck pieced together from contractors' WhatsApp photos with a proof book where every page is a fix the citizen confirmed. The department also lists unfinished fixes in a red chapter it writes itself.
The moment
Instead of a monthly achievements deck built from contractors' photos, the minister's office flips through a 120-page photo album built from confirmed fixes.
Every pothole has a before photo, an after photo and a citizen saying "yes, it's fixed". Three of those citizens can be heard in WhatsApp voice notes.
The album ends with a red "Not yet" chapter: nine reports the department added itself.
Two district heads have already acknowledged theirs.
