Customers are the fastest network probe; this map proves it by district.
The job
Spots an outage or local failure in each district from what customers say, before the alarm or status page does. Contains it with messages to that district, proves restoration from the customers' side, and prices the minutes gained.
The moment
A map of districts lights up where customers start saying the service is down. One district lights up 17 minutes before the network alarm: customers at 21:04, alarm at 21:21.
After the outage is logged as restored, the district stays amber because three customers still say it's down.
The crew goes back out before anyone else posts about it.
The region's league table shows it 17 minutes ahead of the alarm, with 412 repeat calls avoided.
