The job
Join the traffic accident report, the insurer's liability and approval, and the repair into one journey the citizen can follow, find the cars nobody holds between organisations, show each organisation's contradicting claims about them, and close only when the owner confirms the car is back on the road.
The moment
The traffic director's wall shows 1,140 cars in the car park. 214 straddle the white line between Police report and Insurer received, 6.3 days each on average, every one wearing a green sent sticker on the police side and a red no record sticker on the insurer side. Almost all sit with three insurers whose inboxes reject the report PDF. One tap sends each insurer its orphan list and switches on the direct push. A month later the white line is empty, the car-days counter is down 1,300 days, and the regulator's league shows the three insurers climbing out of the bottom.
