Same Rule, Same Street
Two inspectors, one rule, two rulings: calibrate the inspectors, not the shops.
The job
Find rules that inspection teams enforce inconsistently, from business owners' complaints and the inspection record, run a calibration where inspectors discover the split themselves, publish the clarified rule, and verify that contradiction complaints and appeals fall.
The moment
The calibration opens with five anonymised café cases on the room screen. Inspectors vote: 11 would fine the café, 9 would allow it, on the same photo and the same rule. Then the street appears: team A fined nine cafés for outdoor seating in one week, team B two blocks away fined none, with the owners' posts above the tiles. The agreed ruling is saved, 2,300 cafés get one plain-language SMS after approval, and six weeks later the redrawn street is one colour and the rule's appeals queue is empty.
