The job
Forecasts, from past closures, where a closing branch or service centre's customers will go and how hard they will hit. Compares candidate closures side by side, prepares the receiving places and proves afterwards that the ripple settled inside the forecast.
The moment
The committee compares branch closures on a map, where each closure sends out rings showing where its customers will go. It drags the pin from branch 21 to branch 23.
Closing 21 would send its older customers into branch 17's queue in week two, as the last three closures did. Closing 23 spreads its customers thinly across three branches.
The committee closes 23 and adds staff at the neighbouring branches in advance.
A month later, the measured ripple lands inside the forecast range.
