The job
Before a branch or service centre closes, forecast from past closures where its customers will spill and how hard, compare candidate closures side by side, prepare the receiving places, and prove afterwards that the ripple settled inside the forecast.
The moment
The committee drags the pin from branch 21 to branch 23: closing 21 sends its older customers into branch 17's queue in week two, as the last three closures did, while closing 23 spreads thinly across three branches. They close 23, pre-staff the neighbours, and a month later the measured ripple lands inside the forecast band.
