Scores you against a published index using customer evidence, then helps you buy the cheapest points that can be verified first. After each official publication, shows which purchases were bargains.
The moment
The agency is scored on a published index. Ways to improve are laid out as market stalls, each priced in index points, with an AI merchant to haggle with.
At the "Complaints handling" stall, the merchant offers 2.3 points for one knowledge base rewrite and a 5-day response deadline. 412 citizens said they never heard back. The range is 1.9 to 2.7.
The owner offers to do just the rewrite, and the points drop to 0.8, so the owner buys the full stall.
Five weeks later the result holds. When the official index is published, the receipt is stamped a bargain and the agency has climbed two places among its peers.
