Replace confident guesses with an honest list of what cannot be known today, what would make it knowable, who owns that, and answer the asker as soon as the data lands.
The moment
In the Monday brief the minister asks how many citizens abandon the licence application. Forty seconds later poster #9 is on the screen: UNKNOWN: portal drop-offs are not captured. Floor: at least 1,140 citizens told us they gave up (n = 1,140, stated only). Reward: redesign of the upload step. Capability: connect portal analytics, 3 weeks. Three weeks later the poster flips to FOUND, 31% abandon at document upload, and the minister's WhatsApp receives the answer beneath his own question. He forwards it to the agency head within the hour.
