In a flood or heatwave outage, everyone is checked; the map turns green.
The job
When an event hits an area, checks on every vulnerable person and consented contact there, sends help to anyone who asks or never answers, confirms the help arrived, and proves nobody was forgotten.
The moment
A power cut on a heatwave afternoon hits two districts. The map shows 312 grey dots, one for each household to check on.
Within 40 minutes, 298 have answered that they are fine and 11 need help, with crews on the way. One street has still not answered.
A team knocks on doors there and finds an elderly man alone without air conditioning.
By evening the card reads "312 of 312 accounted for".
