The job
Split every refusal complaint into anger at the decision and anger at the explanation, answer the 'why' appeals in words before they reach the committee, rule on real appeals with two verdicts, find the refused citizens who gave up on a pattern the committee later overturned and invite them back, and prove from the citizen that support started.
The moment
At the hearing, appeal #3,107: a divorced mother lost her support because the system still counts her ex-husband's salary. The stamp comes down in two halves: DECISION WRONG, EXPLANATION FAILED. The Wall of Withdrawn Voices wakes: 186 other mothers wrote the same thing and never appealed. The GM approves one invitation. Over three weeks the wall lights one voice at a time as 141 are reinstated with back-pay, and a voice call ends with the support is back, thank you. The monthly review opens on the other headline: the docket is 34% shorter and the committee got back 120 hours, because a third of the appeals only needed the reason explained.
