Crowd complaints reach the right steward in their language; then sectors go silent.
The job
Get every crowd complaint (heat, broken AC, a lost person, toilets, queues) to the steward who owns that sector within minutes, in the steward's language, and prove the problem stopped: the sector goes silent, not merely a 'done' tap.
The moment
Sector 14 glows amber as posts in the visitors' own language about a broken air conditioner arrive. Ninety seconds later the steward has a WhatsApp card in his own language; his On it turns the sector ring blue, and his Done eleven minutes later starts the sector's silence clock at 0:00. The room watches Sector 14 fade from amber to dark as the clock passes 30 and then 60 minutes with no new complaint.

- Dispatch a card to the sector steward

- Escalate after 15 minutes
- Reassign or escalate now
- Mark a false alarm or merge a duplicate
- Acknowledge the complainant
