The job
Match what citizens report lost with what stations, smart kiosks and partners log as found, across languages and wording; go looking for owners before they file; return urgent items first; and close each case only when the owner confirms the item is back in their hands.
The moment
A citizen sends a WhatsApp voice note: I lost a black backpack at the weekend market; my son's inhaler is in it. A moment later a card lands at the top marked URGENT: medicine, beside a 91% match typed in English at a smart kiosk two hours earlier: black bag, laptop, blue inhaler. The officer confirms, and the citizen's phone buzzes: To confirm it's yours, what colour is the inhaler? He answers Blue and is booked for pickup in 40 minutes. Then the Owner Finder shows its own card: a wallet found this morning with a name inside was matched to a social post from its owner, who got a WhatsApp before he knew where to report it.
