The job
Run price-gouging, fake-discount and unlicensed-operator complaints as a closed inspection loop: visitor report, harm-ranked patrol, inspector visit, refund and fine, visitor told, and overcharge chatter verified quiet, with inspectors placed before the complaints arrive.
The moment
On concert eve, 12 ghost pins sit on the hotels where guests said they changed the price at check-in last year, and inspectors are there before check-in opens. By evening four are fined and two visitors have their refunds confirmed by WhatsApp, and the district tile around the venue is the only grey one on the wall.
